Summary During the 1960s, Americans became sensitised to victims and victimisation; by the 1970s, there was a widespread ideology of victimisation. The article discusses the institutional responses to victimisation, including legal, medical, academic and media. As this ideology gained acceptance in key institutions, it created a victim industry - a set of social arrangements that now supports the identification of large numbers of victims. There is a discussion about the absence of external and internal restraints and vested interests within the victim industry.
