Summary This discussion paper was prepared as part of the Victorian Department of Justice's review of victims compensation. A detailed overview of the current victim compensation scheme is provided, together with an outline of victim compensation schemes in other Australian jurisdictions. A number of areas are identified as possibilities for reform such as improving the effectiveness of compensation for victims; removing the need for victims to prove an injury, centralising the administration of the scheme, reviewing caps on awards, improving offender responsibility and better information systems. Advantages and disadvantages of ideas and current schemes, with a number of discussion questions are presented.
