Summary This paper proposes the establishment of the Office of Legal Counsel to Victims of Sexual Assault, with one aim of encouraging more victims of sexual assault to report the crime to police. The Office would provide independent legal services and information, creating a more positive experience for victims and encouraging more victims to come forward with a complaint. The Office could also provide ongoing community education programs for police and other service providers and play a prominent role in legal research and legislative reform. The development of the proposed model, which provides independent legal representation to victims of sexual assault, would make an important contribution both to the individual victims and the proper administration of justice.
