Summary This article discusses the history of victims' rights and services in California, in the state and federal context. It is recognised that with new crimes emerging, such as hate crimes stemming from acts of terrorism, California needs to stay at the forefront in providing comprehensive rights and services. Five goals are set out, including the education of service providers on victims' issues; integration of support services; enactment and enforcement of victims' rights; and support for crime prevention programs.
