Summary This report is an independent assessment of Maryland's response to crime victims. The aim was to identify strengths and weaknesses in the current services and programs through interviews with victims of crime and service providers. The researchers noted that victims and service providers often expressed the same or similar concerns but may not have agreed on how the concerns should be addressed. The review found that Maryland had a very strong foundation of services and resources but the quality of service was uneven. 42 recommendations to the government are included in the report, grouped under improving service response, strengthening legal protection for victims, and improving funding provisions.
